At this point in the story (2011 in the anime, 2010 in the manga), the concept of Haoshoku Haki (Conqueror’s Haki) had only been whispered about. We saw Shanks use it on the Moby Dick to crack Whitebeard’s ship. But Luffy? Luffy was supposed to be a rookie.

In Episode 478 , Luffy activates Gear Second and attacks the Admirals (Aokiji, Kizaru, Akainu) with a "Gomu Gomu no Jet Gatling." The Admirals block it with their Haki, but Luffy’s fists bounce off. At this point, he did not know how to use Busoshoku (Armament) Haki, so he could not bypass their defenses.
