Ensure you are downloading the official PS3 Update file from Sony. Do not download "Custom Firmware" (CFW) PUPs or files from random forums unless you know what you are doing. The file size should be around 200MB-300MB. If the file is tiny (e.g., 5MB), you likely downloaded a web-downloader stub, not the actual firmware.
This happens because modern RPCS3 versions no longer use a traditional file browser for the initial firmware installation. They require you to the file onto the window. If that option is greyed out, it is usually because you are trying to use the legacy menu option without having extracted the PUP first. Use the Drag-and-Drop method instead.
