If implemented correctly—with stratification, technology, and political will—the Panchayat Development Index can become the single most powerful instrument for grassroots planning, resource optimization, and finally realizing the constitutional promise of swaraj (self-rule). The next step is a multi-state pilot coordinated by the National Institute of Rural Development & Panchayati Raj (NIRDPR) to finalize the indicator framework and beta-test the software.
