Force your PC into recovery:

Check Startup Selection: In the msconfig "General" tab, make sure "Normal startup" is selected instead of "Diagnostic" or "Selective."

If the Safe boot option is already unchecked but your PC still boots into Safe Mode, proceed to Method 2 or 3.

If you can boot into Safe Mode (with or without networking) but msconfig shows Safe boot unchecked , use this method.
