It is important to note that Autodesk has stopped active standalone development of Eagle as a separate product. Instead, the PCB layout engine is now embedded within (as the "Electronics" workspace).

These files can be sent to any PCB manufacturer (e.g., JLCPCB, OSHPark, PCBWay) or used with Autodesk’s workspace for in-house CNC prototyping.

Because Autodesk is focusing on Fusion 360, bugs in the standalone Eagle 9.x are unlikely to ever be fixed. Using the software today means accepting that you are working with a "frozen" tool.
